310. Proposal Submission Policy (see Policy 310)

ELECTRONIC SUBMISSION DEADLINES (WHEN URA SUBMITS)
The policy currently reads: "for those proposals being submitted electronically from URA, the final (ready-to-submit) version is due in URA no later than noon the business day before the sponsor deadline." This continues to be the policy. To be clear, this means that the application is not reviewed further. All URA's efforts will be directed to getting the file document successfully submitted to Grants.gov or other federal agency electronic system. The priority for submission will be FIRST IN, FIRST OUT.

In anticipation of the growing number of Grants.gov applications to be submitted from University Research Administration, however, we are clarifying the policy with regard to the deadline for URA review of proposals which require submission electronically by URA.

Clarification: In order for proposals to receive a full review prior to the submission deadline of noon the business day before the sponsor deadline., the hard copy of the proposal is due to URA at least 3 full business days in advance of the electronic submission deadline day. This clarification applies to all agency/sponsor applications which have to be submitted electronically from URA.

For example: for the upcoming October 1 NIH deadline (extended to October 2 because the 1st falls on a Sunday), the final, ready-to-submit electronic version of the application is due in URA by noon on Friday, September 29. The hard copy of the proposal will be due in URA for review no later than noon on Tuesday, September 26 (3 business days prior to the electronic submission deadline on Friday).

We want to take this opportunity to thank the research community for all of your help and support as we implement changes on campus to accommodate the transition to Grants.gov. We appreciate the effort faculty and administrators have made to submit proposals early. Our submissions to date have gone very well, due in no small part to the willingness of the community to adapt to the needs of a shifting research environment. Your assistance and goodwill is much appreciated.
