220. Principal Investigator Responsibilities for Financial Oversight - Memo

Federal requirements have necessitated some changes in the University's approach to grant and contract management.

First, with the submission of proposals, the Principal Investigator (PI) will be required to confirm that "he/she accepts responsibility for financial oversight for this project (described in University Financial Policy 'PI Responsibilities for Financial Oversight of Grants and Contracts') as well as compliance with relevant University and sponsor conditions of award."

This statement will be added to the University's proposal transmittal form which PIs currently sign; this statement is consistent with certifications that are currently on many sponsors' cover pages. The relevant University policy is appended to this letter.

Second, ALL administrators for grants and contracts (staff rather than faculty) will be required to participate in training that will better enable them to support faculty and researchers in the development of proposals and administration of awards. The training programs for administrators are under development and we expect them to begin in the fall. Suggestions about what should be included and who should participate are welcome. Please contact either Bill Hogan or Mary Ellen Sheridan with your suggestions. When the training program schedule is available, Human Resources will notify relevant employees.

We request your cooperation in instituting these changes, which will enable us to comply with federal policy and other mandated requirements intended to improve our administrative capacity in project management.
